At the panel connect the black and red wire to the 30 amp double pole breaker. There was no ground slot on the outlet, and dryer cords had no ground wire or ground prong. The ground bus is a terminal block with many small holes where the bare ground (or green wire) can be connected and tightened into place with a screw. If the center neutral lug has a bond to the chassis remove. If its 240v which is more common just use the two hots and the ground and cap off the neutral wire. If you can track down your wiring back to your electrical panel, you will probably find that the white wire from the kitchen is connected to the ground bar. This may sound like a lot of work, but it has to be done in the right way for the installation to be safe.
